Maurice Joly's Dialogue aux enfers entre Machiavel et Montesquieu (Brussels, 1864) is the structural scaffold from which the Protocols of the Elders of Zion was constructed. Norman Cohn documented that more than one-third of the Protocols' total text derives verbatim from the Dialogue. Despite this centrality, the Dialogue remained untranslated into English until 2002 (138 years after publication, and the entire period during which the Protocols were being most actively disseminated into English-language culture).
This dossier documents the translation record in full: what was translated, when, by whom, under what institutional auspices, and what remained inaccessible to English readers during the critical period. It frames the absence as a research question and identifies what a complete account would require.
